THE Nigerian Association of Resident Doctors (NARD) has threatened to resume industrial action on January 12th, if the federal government fails to fully implement the memorandum of understanding (MoU) previously signed with the body.
In a statement released on Friday, NARD said its national executive council (NEC) was meeting to determine the next steps under what its “TICS 2.0 – No implementation, no going back”.

The NOC appreciates your patience, resilience, and continued support in our collective struggle for doctors’ welfare.
Following the E-NEC meeting, the following resolutions were reached:
– NEC resolved to resume TICS 2.0 tagged “No Implementation, No Going Back” with effect from 12th January 2025 by 12:00am.
– NEC has also mandated every centre President from the 91 centres to do a congress meeting and at the end do a press conference.
We want 91 press conferences to saturate the spaces over the next 7 days
We will then resume TICS 2.0 on Monday 12 Jan, 2026 at 12am
– NEC has also directed centre based protests from 12 -16th January, 2026
After the centre based protests, regional protests at caucus leaders level shall be carried out.
NEC has also directed a national protests to be organized by the NARD NOC
NEC agreed that TICS 2.0 suspension will only be considered after full implementation of the following minimum demands:
1. Re-instatement of the FTH Lokoja five.
2. Payment of promotion and salary arrears.
3. Full implementation of professional allowance table with arrears captured in the 2026 budget.
4. Official clarification on skipping and entry-level issues by FMOH & SW to Chief Executives.
5. Re-introduction and implementation of the Specialist Allowance.
6. Resolution of House Officers’ salary delays and arrears, with issuance of a pay advisory.
7. Re-categorization of membership certificates and issuance of certificates post Part I by NPMCN.
8. Commencement of locum and work-hours regulation committees.
9. Resumption and timely conclusion of the CBA process
The one-week window provided is strategic to allow proper congress meetings, media engagement, and statutory notifications of the planned protest to security personnel ( DSS, Commissioner of Police, Civil Defence) as well as hospital management.
The NOC appreciates the guidance of NEC and assures all members of full commitment to these resolutions. Engagements will be intensified in the coming days.
